In all honestly, they might have been setting up for the rival to join Team Flare. The type composition of their team is the same as most of the Team Flare Admins.
There's even hints of this, when Lysandre uses the fact that the player got the Mega Ring instead of the rival due to the fact that there was only one of them and they had to fight over it. It was all leverage to give credibility to the fact that resources in the PokeWorld aren't actually infinite and the only way to fix it was to reduce the population like Team Flare's entire goal was.

Yeah it's a really weak showing from all the rivals, they should've all had more battles and Kalos should've been larger to compensate particularly from Gyms 3 onwards. Final teams could've been like;
