Because what Sugimori draws is the law. Doesn't matter what everyone did before, even if it was himself, he drew the eyes as ovals and that what they are.

I feel like making the "shoes" red to match the "gloves" would, while taking some focus away from the gloves, would also make it look more natural, like it just has hardened flesh at the end of its appendages

Hitmonchan in general is less appealing. Hitmonlee has lots of neat aspects like the spring limbs and reductive headtorso that gives the impression it would be able to take more body blows and keep going.
