It was preferable to Fly at the time. Fly's base power was 70 and took two turns to perform Wing attack's base power was 35, so it technically did just as much without giving your opponent a turn to switch or set up. Pokemon Yellow was designed with Stadium in mind, so this is the kind of consideration they made. (did you know that there are a ton of rare level 15 fully evolved pokemon encounters hidden in yellow? these are for pokemon stadium's pika cup, where only pokemon level 15 to 20 are eligible.)

I really have to wonder about his moveset. Because you could say "oh, well, he's just one of those oddball safari zone guys most people never even had on their teams, what does it matter" but kangaskhan, chansey and tauros all have fantastic movepools. If he actually had some kind of good Bug move he might actually be kinda based because of all the psychics, but he doesn't even have that. Pinsir can only learn normal and fighting moves in Gen 1.

Yep
It doesn't seem too awful at first glance for a genwun, but crits ignore attack boosts, so SD+slash is a waste. You'd have to waste your body slam TM or use Double Edge to make a SD set work.
Guillotine isn't the best thing ever on an 85 speed mon.
No bug moves.
Submission is a TM move but it's passable at best.
Focus Energy not working is the icing on the cake.

It meant a move like Slash (that always resulted in a crit because of how crits were calculated, unaltered in stadium) couldn't benefit from Swords Dance at all. It's an interestngmechanic, I'm not sure if I could really call it better but it meaning what is beneficial RNG for a regular unboosted Pokemon could become bad luck for a boosted Pokemon really activates the neurons. It still remains partially, with crits still ignoring target's defense boosts.

What would the point be? Scyther would still be a Safari zone exclusive bug type. It wouldn't change much, the variety in Gen 1 isn't that high to go for different mons because of moves. You'd still catch the same shit because most of the time that's all there is.

It's just a peace of mind thing. It really grates on me that I have to rely on shit like tackle and leech life on pokemon whose special stat is literally twice as high as their attack, and then when I look for pokemon that use their usable stat for attacks, I find out the strongest move tangela learns by level up is 20 BP absorb. I'd trudge through safari zone just to not use one of the same 4 pokemon I use on every playthrough, is it so much to ask that my choices in a strategy game make sense?
