Pokemon has lots of feminine and masculine designs that don't need to be 100% one or the other and fairies are not a female-exclusive concept. The decision to make a Pokemon only one gender, given that it is the exception, is one that is done with intent and "it looks girly" doesn't cut it when that should apply to every other Pokemon like it.
