Steel is super effective on more types, and is resisted by less types, Poison is more preferrable for a few reasons.
First, is the importance of their type match-ups. Ice and Rock are absolutely ass typings defensively anyways, having dozens of resistances, so it’s hardly an advantage for Steel to be good against Ice and Rock.
Second is synergy. Poison hits Grass types, which is a better fit for Fighting+Dark combos several physical attackers have. With Steel, your coverage only gains a Fairy advantage since Fighting is already super effective on 2 already frail types. Then Poison gives you an advantage to Fairy and Grass. Also with such coverage, you have a better match-up against the Bulky Waters, since they are neutral or weak to one of those 3 moves.

Poison type move.
Swampert?
Dark or Fighting works.
With Steel, due to Water resisting it, you are often disadvantaged. The neutral damage you could have done against a Slowbro when you ran out of Dark moves, or the SE damage you could have gotten against Fini don’t appear with Steel type moves.
Third, Poison often has a secondary effect that statuses your opponent, while Steel has some arbitrary effects that contribute less over time.
A PSN effect lasts until your opponent uses has some status clearing option. While Jirachi can be annoying, a Flinch only lasts 1 turn. Also, a stat drop lasts only while you don’t switch out.
