Something having a lot of punching moves doesn't necessarily have to be fighting. See: Golurk. Neither of these mons practice any particular fighting styles, they just punch a lot, but unlike non-style practicioner Pokémon that are fighting, they don't learn any other fighting techniques like kicks. So fairy is a better fit.
