Why does every fucking Kanto game have to stick rigorously to the original 151 bullshit? HGSS and ORAS both updated the regional dex to include crossgen evos and Pokémon from other regions and no doubt will the Sinnoh remakes as well. The regions were also upgraded with new or revamped locations during the main game whereas the only new locations in Kanto remakes are the Sevii Islands in post-game. Why? If someone wants the original RBY experience they'll play RBY
