And instead of just accepting that stall is the objective best play style and letting it reign supreme, they insist on banning oppressive threats for the sake of their HO agenda.

Another perfect example of their anti stall.
Evasion and accuracy are an amazing weapon for stall, allowing mons to buy extra turns by not getting hit at all, but shitgon banned it because they couldn't handle their attacks missing and the battle going on for one more turn.

That is the point of creating tiers.
Letting Pokémon be used with other Pokémon of the same relative strength level, and banning the ones that are too strong for a tier to only be usable in the tiers above.

There's meant to be one "main" tier.
One that can't be changed except consciously by the council. That's OU. Even if something drops to a lower tier, it's still allowed in OU, while other tiers can be shaken by the updates.
Since it's the "main" tier, it can't be too broken, so certain things are banned that are too OP or overcentralizing.
Ubers as an actual tier with any thought given to balance is a relatively new thing.

I used to play Gen 5 OU on Pokemon Online and Gen 6 OU on cart all the time back in the day. Some of my fondest memories playing Pokemon were abusing Excadrill before it was banned an using an injected HA Alakazam before it was officially released.

Much like annoying kids, Smogon is hard to ignore because it's very prominent and the players are very vocal. Complaining about people not liking Smogon is like saying people can't complain when kids make excessive amounts of noise on their parents' property.
