Each game will still get a certain number of new Pokemon to make that region more unique. However older gen Pokemon will likely continue gen 8's introduction of a rotating roster that expands via an expansion pass.

Not really, the hard part of adding a pokemon is the design side and they've also been adding new forms(which are the same work) like crazy.
They simply want to hit the 1000 mark as late as reasonably possible.
