Scales could be referred to as layers of skin/armor, and Avalugg does have a reptilian type body. Ice Scales would also patch up it’s SpD and allow it to fulfil the role of a tank, and effectively turns it’s 210 Max SpD into 420.

The name doesn't imply that the scales are insect scales. Even in Japanese, it's just called "Ice Scales".
Avalugg seems to be a turtle of some kind, and turtles do have scales. So a turtle made of ice having ice scales makes sense.
