The manga was funny since it makes it clear Raihan researches his challengers. But he also basically challenged Victor out of the blue early to a battle Victor wasn't ready for just so he could get some pics to use for a magazine spread, because he refused to use pics from his exhibition match with Leon because he didn't want to use pics from a battle he'd lost. So he challenged someone he knew he'd win against but would put up a bit of a fight so he could show off. Also Raihan's intended spread was pure fanservice, he even submitted shirtless shots of himself.
