Aside from maybe Magcargo, I cannot think of a single pokemon more deserving of an evolution tham Girafarig. It's fucking oozing potential, are you kidding me? And as a matter of fact, I think it would be quite appropriate to give it 2, split evolutions. One for the fanservice where the tail takes over, and one that just ups the weirdness factor to 11 and makes it tall like a real giraffe.
