Game Freak is a clusterfuck of mismanagement that get things done by miracle. It was obvious to everyone back when XY came out that Colress should have been brought back as an expert in Mega Evolution but all he gets is a mention by a very minor NPC, which means that they had him in mind during development but chose not to do anything for some reason. Then they brought him back in SuMo anyway (so the reason was stupidity).
