But it isn't, both sexes are the same, it's just a lazy waifu design that didn't want to accommodate for the sex ratio or the fact that starters should probably be agendered anyway to accommodate for the fact that they're supposed to appeal to as broad an audience as possible.
Hell, it'd even be preferable if it's first form didn't feel like such blatant false advertising. Delphox is also seen as vaguely feminine but it was like that from its first form so that's not as jarring a decision.
