Yeah Tajiri was the creator, Masuda was the composer, and Sugimori was the artist. When Tajiri left, it was between Masuda and Sugimori to take over so it went to Masuda (probably decided because art design work would be more exhaustive over time). I don't blame Masuda for Pokemon's problems, he made great games along the way and decided to transition out once the jump to 3D was made since I'm sure he has some idea that Pokemon is getting too ahead now of what he signed up for.

Because Masuda has been at the helm since DP and as a result of passing the torch to Ohmori he's also enabled all his shitty decisions that let Gen 7 be even worse than XY somehow.
He's still a prominent figurehead in the machine, he has all the power to change things but chooses not to do so out of complacency. According to the gigaleak, he's always been that way.
Masuda is the reason "quality assurance" got taken out of the Mario Club, because he was unhappy with them pointing out details that seemed off about the game like Pokemon having the wrong cry or poor difficulty curves.

I'd argue the shift didn't really happen until mid-way through SM's development.
I'm disappointed Alola didn't end up that great compared to past gens but you have to admit it had a lot of potential and it could have easily been the best region if they didn't just wipe the slate clean from Gen 6 and actually kept staples like the National Dex.
