I think he's the best pokemon villain overall. He strikes a good balance of being misunderstood but still a genuinely evil and petty individual. He's not doing what he's doing out of some altruistic ambition but at the same time acknowledges that it can benefit others as much as it benefits himself by bringing up the possibility of no conflict in his world. Hes not a complete mustache twirler like Giovanni, Archer, and Ghetsis but hes not a retarded dindu like Archie, Maxie, N, Lysandre, Lusamine, and Rose
