Right off the bat, for the Gen 2 thing, I bumped up Falkner's levels to how he was in Gen 4. In hindsight, it might be a little much. Also, he got a Murkrow rather than just a duplicate Pidgey, given it can learn Mud Slap. It hits a bit hard, but low BP moves might be a decent enough balance, and Murkrow has shit defenses anyway.
The same general deal is in the Gen 4 incarnation, but with the key difference of the Murkrow having Roost and Confuse Ray, which might be a slightly nasty combo for a starter Gym Leader, but whatever, you're meant to be challenged here. The Pidgeotto is relatively the same, with a slightly stronger STAB in Quick Attack and other shit, also bringing back Mud-Slap, which is more or less just Sand Attack but it hurts a bit.
inb4 someone gets pissed that Falkner has a Johto mon. I'll be doing Bugsy soon, might hafta make several incarnations, because there's a lot that could be done here.
