No, it was just an asspull to get all the past legendaries into the game for VGC, like Hoopa's rings, Ultra wormholes or Dynamax Adventures were.

new generations always have some sort of call back to the previous generation (gen 4 had regi tombs,steven's villa, gen 6 had those gen 5 legendary statues, gen 7 had sina and dexio )

well for 2 generations to be included, they have to some similarity, sinnoh and unova have no connection aside from previous generation shilling. Unova and alola would make more sense, or kalos and galar.
