Legendary is a superclass that has multiple subclasses:
Non Restricted Legendary
Ultra Beast
Restricted Legendary
Mythical

Officially, it is a seperate classification as Legendary, sort of like how Mythicals are technically not "Legendary".
They fulfill a similar role though.

They’re treated as legendaries in gameplay features (including Peony’s use of the adjective ‘legendary’, which also excludes a fair amount of Legendary Pokémon) but in lore they’re not legendaries. It’s really not that hard to understand.

Coding-wise, yes.
As far as any official outlet will tell you, no.
Until GameFreak gives them their own classification ingame, this debate will continue indefinitely, which will most certainly be "until the heat death of the universe" because they're too lazy to give a classification exclusive to only a handful of Pokemon that there won't ever be more of.

I think it would be more accurate to clasify them as "limited pokemon". A category shared with legends, but not actual legends. Fo the purpose of coding, UBs using the same code as legends makes sense and is easier, but they are not legends, as seen in the poll and CT advertising.
The full tree would be:
>Limited (includes legends and UBs)
>Legends (includes major legends, minor legends, and mythicals)
>UBs (Pokemon fron another dimension, first found in Alola)
>Major legends (box art Pokemon)
>minor legends (birds, regis, genies, etc.)
>Mythicals (event exclusive, or introduced through events. Includes Deoxys and Keldeo because they were originally event exclusive.)

To me at least, they are not legendary, they are simply misplaced in our dimension. Most of the ultra beasts are said to be common from where they come from.

If you considered the UBs or mythicals legendaries, I wouldn't blame you. I personally don't, due to a bunch of different clues that have been given out, but you have to go out of your way to figure that out.

anyone who actually programs can tell you how worthless this is.

if they're coded the same way it means mechanically the game treats them the same. It has no bearing on their official classifications. Even if I intended for them to be separate groups, if functionally they're the same as legendaries then why would I program them out into separate groups?

In the official VGC tournament league, all sub-legendary pokemon, demi-legends if you will, are tournament legal. When it comes to mythical and restricted legendaries however there are rules limiting or outright banning them. Ultra Beasts are tourney legal in any meta they exist in, and therefor I argue are sub-legends but not restricted or cover legends. Furthermore while slightly lower than other subs they have a BST of 570, which is only 10 less than other trios and otherwise too small compared to the 680 bst norm if the restricteds.

The main Gen 7 trio are not Ultra Beasts bevause they did not come from Ultra Space at the same time as the others. The term "Ultra Beast" was specifically to describe the pokemon that lived in Ultra space during SM's plot.

Hear me out, we're considering of they're Pokemon that are considered legendary, which would mean they hold a power, rarity over others in their world. Because they weren't beings from this dimension does this make them not from our universe flat out? Even in the Crowned Tundra DLC its implied the Ubeasts came from the Ultra Space and nowhere else.
What Im getting at is what kinds of creatures they are in their own world is irrelivant, and because such powerful creatures which arent common at all in this world lends itself to believe they posses qualities to be considered legendary.

It’s funny, Necrozma is a dead star, basically a black hole in crystal form, in comparison to Lunala and Solgaleo who reflect or emit light of their respective bodies, the sun and moon.

So Necrozma could technically be considered a UB, considering it comes from Ultra Space, except for the fact that since it absorbs energy, the properties of the Ultra Wormhole energy that grant UB’s Beast Boost, actually just get absorbed by Necrozma like an appetizer.

Well, sub-legendary. They definitely aren’t ‘Legendary’ in the same sense as legends supposedly, but not really, being one-of-a-kind. Especially since there are entire worlds full of UB’s.
