What was his endgame? Was he really just made for the purpose of cucking ash, or were there originally more plans for him? What are his other four pokemon?

Yes, the trainer who he fights after Ash even does worse as they get swept by Darkrai, and there were definitely no other plans for him since they new BW was a soft reboot.

Someone said he's supposed to be a player self-insert, since I guess a lot of normalfags just stuff their teams with legendaries, but I don't really see it.
My guess is the common theory that the writers realized Ash is too powerful too late and had to pull Tobias out of their asses to make sure he doesn't win.
