Typing does not define the specie of the Pokémon. That's it, it's very simple to understand.
Proof : Charizard, a dragon (if you do not know the definition of a dragon, feel free to check on wikipedia) not being dragon type.
Tyrantrum : Dinosaur but dragon type,
Decidueye : not a ghost but ghost type. Bird but not flying type like all of the other birds of the game. (Same for sirfetch'd).
Ariados and galvantula are insect type but are not insects (but since you're a retard I suppose you think spiders are insects... feel free to check by yourself)
Lurantis is an insect, yet it is not insect type.
Crustle is a crustacean yet, it is insect type.
Typing in these games, is related to the elements used by the Pokémon or something like that. Dragon is part of the elemental "energies" that define typings. (proven by the mere existence of Regidrago and its lore).
Last proof : Official content posted by Op (you ?), clearly validating this logic (not all dragons are dragon type).
But if you do not agree can you at least explain why Mega zard X is a dragon then, and why regular zard and Y are not ?
