My take of the OrAs/XY, is that the events of X and Y happen concurrent, though slightly ahead, of OrAs. Yes we see Mr. Bonding’s creation, so I assume he goes directly to Kalos following that, where PC meets him in X and Y.
Mega Evolution, meanwhile, is a new phenomenon being primarily explored and understood in the Kalos region by Sycamore, not new, new, maybe a couple of years, so people primarily recognize it as mainly being in Kalos, including Sycamore, *because*. Now hear me out.... There were no known happenstances of Mega Evolution outside of Kalos, at that time yet, because no one told Sycamore.
The events of OrAs happened shortly prior/concurrent to the beginning of X and Y, maybe a few gyms or so, if we realistically assume there is a measure of time between gyms.
We know in Alola Mega Stones had to be shipped to the Battle Tree, for Mega Evolution to even be possible by trainers in Alola (unless from another world ie:Rainbow Rocket). Key stones would likely take time to ship as well, or time for a source of them to be found in other regions, outside of Kalos. There use would be scarce, probably restricted, a d may take time to popularize.
How else could you explain Steven Stone to give you a Key Stone, when no one else in the region Mega Evolves until after you become Champion and rematch them. No one else in Hoenn had Key Stones at the time, besides the Evil Team and with the Delta Episode with Zinnea.
None of this got back to Sycamore until much later, when news of this series of events would become public. Because I don’t know about you, but I doubt they’d advertise a world ending cataclysm that was narrowly avoided, until they could spin the story the right way.
That’s just mainly my assumption between OrAs and XY. It makes sense to me.
