Because it's cute and recognizable. IIRC a poll was taken among employees and Pikachu was the most popular so they made it the mascot.

Tested well in focus groups.
Right call if you ask me. None of the other gen 1 pokemon could have such wide appeal to both of the two genders by being the right mix of cool and cute.
