Libra could be some kind of creature with a duality theme, or something which represents justice. Hell, you could do some kind of deer creature with antlers which resemble balanced scales if you wanted to literally incorporate scales into the design.
Aquarius is the toughest, I think. Without thinking too much about it (so it's probably a shitty fucking idea), you could do a Fire camel which stores lava in its humps as a play on the water bearer theme of Aquarius and the myth that camels have water in their humps. Probably wouldn't work because of Camerupt, but that's what came to mind first.
