Like if we look at Kanto, 149 Pokémon are available before the "post-game" (if you can call it that). Mew isn't available through official methods whatsoever except through official distribution, and Mewtwo is the only Pokémon tied to post-game specifically.
In DP, the other version Legendary cannot be caught, nor can it be seen until the post-game. Manaphy is a mythical and can technically also be added to the Pokédex in the post-game. There are official methods to obtain it at any point in the game like Ranger though, so I don't know if you can count it the same as Mew. You can obtain pretty much every other Pokédex in the Sinnoh Pokédex before the Champion, so that's either 149/151 or 150/151. Actually, I've been counting version-exclusives and trading with the opposite version at the same level of progress, so it should be 150/151 or 151/151 since you can trade for Dialga or Palkia.
