It’s not sequence breaking to fight Ganon in BotW, that’s an intended design to go fight the final boss early. GTA allows you to tackle missions at your own whim and leave them behind as you feel, free to go and do what you please. These are open world games.
You wouldn’t call gen 1 open world just because you can sequence break and face gym leaders in different orders would you?
