So, why can every pokemon in the game learn toxic anyways?
It makes no sense. You’d think it’d be reserved for poison types.

They don't though. Here's a list of the only non-poison type that can learn Toxic and reasonings they can.

Learns Toxic:
Bellossom - Grass and Poison are commonly related, plus it evolves from a Poison type
Wooper - Swamps are commonly associated with poison
Quagsire - Swamps are commonly associated with poison
Shroomish - Grass and Poison are commonly related
Vespiquen - Bees are Venomous
Accelgor - Bugs can be Poisonous
Mandibuzz - I have no clue
Pyukumuku - Based on a Sea Cucumber which is Venomous

Not a TM in Gen 8. Also, the reason why TMs work is specifically because they are manmade, they are able to teach moves that pokemon would normally not be able to learn.
