The whole concept of Capsule Monsters was human-sized creatures. When they changed dveelopment to Pocket Moonsters, they held that over.
They're small as they're meant to be similar in height to a 10 yo child.

Probably is.
The flower likely wouldn't be included in the measurement since it's not part of the main body, so it would actually be about this big compared to the other starters.
Even bigger if Charizard's tail is part of the measurement.
