Legendaries are allowed to be overdesigned
it makes sense that some mystical all-powerful creature is going to look more complex than some ordinary animal
Much better than the alternative of calyrex and the dlc horses being so simple that they might as well be ordinary pokemon

For the second typing...

Reshiram is Dragon/Fire
Zekrom is Dragon/Electric
Kyurem is Dragon/Ice

Maybe... Dragon/Normal?

It could have an Ability that whenever it uses a move, its second typing changes to that of the move it's using (much like Protean for Greninja)

Eh I would make it pure Dragon and give it an ability that allows STAB on Electric/Fire moves. I just can't imagine the original dragon not being a Dragon type.

Kyurem is the shell that was left behind when Reshiram and Zekrom split off, not a true third aspect of the original dragon. It should probably be pure Dragon like >>46236516 said.
