None of the starters are kaiju. In fact, I'd hesitate to call any Pokemon kaiju.
A kaiju has to be giant, and even the biggest Pokemon (Eternatus, at 20m) is smaller than the smallest kaiju (Baragon, at 25m in its smallest incarnation).

We only ever had a few of those. 2/3 of Johto is cartoon animals, and I don't think you could accurately call Hoenn or Sinnoh's starters kaiju.
