Offensive mons run things like Life Orb or a choice item because they actually want to do damage. See Charizard as an example. 4x weak to rocks, but still runs Specs because it needs the offensive output more than it needs half of its HP.
Cinderace needs boots because it's a degenerate U-Turn spammer. Volc needs boots because it needs to be bulky enough to get off a Quiver Dance, but if you're playing passive, then it doesn't really matter how bulky Volc is. And Thundurus's attack is so monstrous that it doesn't even need a power boost as much as it needs some extra HP to switch in with. Again, doesn't apply if you're playing passive.
If anything, boots make Volc and Thundo better against offensive opponents than defensive ones.
