Incineroar got an entire moveset of made up shit, they can make Cinderace unique if they want to.
Also no one is "considering" Cinderace, everyone has just accepted that he's the shillmon and gets a free pass into Smash like all the shillmon before him.

the best way to make Cinderace a unique fighter is they catered to typefags with Libero
but since Smash gameplay isn't Pokemon and the fact Greninja doesn't have a protean-inspired trait in Smash, I don't see Cinderace being anything more than Fox with WFT's side special.

Inteleon’s got a gliding cape, invisibility, can make a water sniper rifle, has a retractable blade-fin in its tail, etc.

by default it’s the most broad member of the starters in terms of moveset stuff

Forgot to mention, form changing requires charging a meter by dealing or recieving a small amount of dmg, this way charging and switching isn't too much a hassle but the player has to choose wisely when to switch
