Notice how a new core pokémon never launched on the new system until there was a kid-friendly/parental wallet friendly revised edition of the latest handheld? Notice it was always among the very last to launch on the old system, even when a new one had been released?
They had *ample* opportunity over the 25 years its been a thing to change their ways. They never wanted to once, because that wouldn't make it near as successful as their current model is.
