nope, "rep" in Smash fanbase terminology has always referred to new characters. I'll give you BOTW Link but if constumes count as reps then Mii fighter costumes trivialized this concept long long ago.

"Rep" in Smash just means to have a character representing your game at all. Mario is Mario, any future Mario games already have a rep by default because Mario is already in.

Link and BotW is debatable since not every Link is the same dude.

Anyways, I'm more surprised there wasn't a single mention of Pokemon, not even a "look forward to some big Pokemon news on the 27th!" kinda thing. Didn't expect any news, but I did expect them to tell us to look forward to some news.

Yeah and the Smash fanbase is retarded, if you take Mario Odyssey for example, all the main characters are already in and if you want to include a new character from the game you are stuck with the tertiary villains or with a secondary damsel in distress that doesn't do anything even in the other games where she appears. Therefore, according to the fanbase definition, there is no viable Mario Odyssey "rep" to include. In reality, in the intent of the developers, Mario with Cappy on already counts as an Odyssey rep, and what's more, the New Donk City stage also counts as Odyssey representation. Stages are pretty important for the Smash devs even if fans like to act as if they didn't count.

We already have a Pokémon rep in this game with Incineroar. Meanwhile, Nintendo did not introduce new reps for Arms or Xenoblade this game, while Fire Emblem did not introduce a full fledged new character (aside from the semi clone Chrom).
