While being literally poisonous is not their focus, their focus is being tricksy and annoying, unlike all other Flying types in their generation (which either are straightforward Wing attack & normal attacks spammers, or are primarily elemental with Flying typing as an afterthought). And while today Poison type is mostly taken literally (which correlates to a sharp decline in number of new Poison types) and "being tricksy and annoying" is relegated to "mental" types such as Dark and Fairy, or abilities — you should remember that Poison type's face in Kanto is Koga, a ninja who praises these qualities. And Zubat line has these qualities.
