Why do dragon pokemons not get provided as starter mons?

The starters sharing the dragon typing means less overall identity from eachother from the standard starters because they dont have built in weaknesses. A big reason starters are the way they are is so the earlygame is distinct between the choices and different players will have different level of challenge with different trainers. And also so people will seek different pokemon to round out their teams.
There will be more homogeneity overall if they gave everyone a dragon type.

Because they're exceptionally rare and most trainers in-universe just aren't good enough to raise them. It's why usually only the biggest dick Gym Leaders and Pokemon League Members get have them. Dragon Tamers themselves are weirdoes who dedicate they're entire lives to training them, like Zhinia. It's also why they're typically only the found as the last Gym Leader or an E4 member in the games.

Starters are mostly intended as "didactic" mons, and supposed to teach you about type advantages and evolution. Dragons are poor for those two roles.
Also you're strongly encouraged to try out different teams, and as such a starter should never be too strong. And guess what, GF makes most drags OP as fuck.
