I think Noctowl's crests are supposed to symbolize some japanese cultural thing that got lost in translation.
Keeping the clock theme would have been cool, though

The beta evo looks like it would've built on it, but it seems it was dropped.
Such things happen when a design goes through the works.
Like Octillery and Hydreigon would've originally had larger tank elements to their designs, and the finals only have remnants those ideas.

Noctowl is still clock themed, it's just way less obvious. The head adornments are supposed to look like those signature 2-horns 1-prong pediment/finial on the tops of antique grandfather clocks.

It's extremely common for old clocks to look like this. I think Noctowl's triangle stomach markings were also evocative of something clock-related, but I not longer remember what it was.
