The GTS has basically trivialized trading for starters, plus you usually want their hidden abilities anyways now that GF started giving away better hidden abilities to starters, so this would really just help with completion.

People will first hem and haw about what to pick, then later they'll hem and haw about what they missed. It also will crowd the pokedex; if the first 54 Pokemon of the gen are starters, it won't leave much room for the rest of the regionaldex and you'll end up with a dex of 150 new Pokemon that paradoxically feels like a regionaldex of 100. All the dev work of 150, for all the payout of 100.
