Bug Type had shit moves with almost no strength except Megahorn in retro Pokemon. In Gen III the easiest (and almost only) way to kill Celebi is Choice Band Hidden Power Bug with Dugtrio and even that requires 2HKO.

Natural Cure is one of the very reasons it's such an effective Pokemon, since it has Recover.
