If that were true, it would be a good design but it isn't. Trubbish is just literal garbage that came to life. Not some monster who disguises itself as trash.

Fairy is only applied to pokemon that are clear fairy tale archetypes. Subtle inspirations like this don't apply to ordinary designs where fairy tales aren't the main draw of the pokemon.
