Elm gets a pass. In-universe, people are somehow just barely finding out that Pokemon can lay eggs, so it makes sense that his knowledge base is limited
Mega-Evolution however, is an established facet of Kalosian society. There are buildings and statues dedicated to Mega Evolution. And somehow Sycamore still doesn't have the faintest idea about what it is and how it works. No other Professor is as catastrophically inept as he is.
