What is the worst/best TM given by a gym leader? Keep in mind how useful the TM is at that point of the game.

Probably Stealth Rock.
Absolutely worthless outside of competitive, and you get it from the first gym leader.

Either Surge's Thunderbolt or Falkner's Roost. You get both fairly early in their respective games and they are very useful for many mons even up to the end game.

Either Sabrina's Skill Swap or Brock's Bide. Both are too situational for solo player.

why would you waste a moveslot on a heal move when you can just use an item, i'd say roost is a contender for WORST tm in-game, obviously good in multiplayer though

Getting Water Pulse from Wallace as the final gym leader in gen 3.

Makes zero fucking sense when Misty gives it to you in Gen 1 as the second gym leader, and when you already have Surf by that point.
