Some make sense to include, like Pikachu and Meowth, since they're popular pets and would naturally be brought to different countries.
But for the most part, yeah. It's retarded for Japan, New York, France, Hawaii, and England to have so much wildlife in common.

But you're right. I think it's fine to use a few older Pokemon but the newer games over use the old Pokemon and it makes the regions lose a bit of their core identity. Shit like Charizard being Leon's ace, and Gardivoir being Dianthia's feels really cheap.
