The lowest BST of any fully-evolved Dragon-type is 485 (5 way tie between Druddigon, Turtonator, Drampa, and the apples).
Meanwhile, Psychic has 16 mons with a lower BST than that (Hypno, Malamar, Indeedee, Bruxish, Grumpig, Xatu, Meowstic, Solrock, Lunatone, Mr. Mime, Chimecho, Girafarig, Jynx, Medicham, Wobbuffet, and Unown). And I'm willing to call it 13 because Medicham has an ability to effectively give it better stats, and Wobbufft and Unown are gimmicks.
I know distribution is more important than BST, but it's still emblematic of how much better dragons tend to be than psychics, even without accounting for matchups.
