Game Freak really like having Pokemon with multiple forms keep the same HP stat. See: Deoxys, Kyurem, every Mega Evolution. So Defense Deoxys is forced to have the same HP stat as fast frail mixed attacker Normal form.

Deoxys really needs a buff.
Defense forme and Normal forme especially, but all of them underperform compared to other legends.

A fanfic doesn't always have to be worse than its source Dunno about examples... maybe Dante's Divine Comedy, which is a bible fanfic?. But a metagame that explicitly contradicts the games it's based on like NatDex can't be called anything other than a fanfic.

Yes.
Fanfic doesn't actually mean anything negative. It just has negative connotations because fanfics tend to be really bad due to a lack of quality control.
