Not really. Latias, Heatran, Thundurus etc. have genders and yet can't breed. Magnemite, Shedinja, Cryogonal etc. are genderless but can breed. Being genderless and being in the No Eggs group are different things.
I believe that the real reason most legendaries are shown as genderless is because they're rare, so people in-universe haven't studied them enough to determine their genders.

Clefable has been buffed nearly every gen. The Clef in gen 1 wasn't Fairy type (obviously), didn't have its abilities, didn't have the busted Wish+Teleport combo, and even its SpAtk and SpDef have been buffed since then.
And Charizard really isn't holding its own. Not without its Megas and Gmax, at least.

Assuming it isn't cut, it would probably get a relative buff assuming they keep the Rusted Sword in. Right now Zacian can't Dynamax, meaning you're limited in what you can do with it on your team. Yes, you can work around it, but knowing 100% "that Pokemon can't max this turn" means you can more reliably Fake Out into it or know it can't Max Guard your max attack. In a format without Dynamax, the Pokemon balanced around not being able to Dynamax will be relatively more powerful.
