I want Pichu and Eevee and I want them to be able to evolve fully. Let them be shouldermons when they are small enough and permanently out of their balls if they're evolved fully unless they make it so other pokemon can take over and naturally learn to use HMs like Pikachu/Eevee could in Let's Go.

I don't know if they're shouldermons proper, but I'd do Espeon/Umbreon. Day/night cycle's a big thing in Johto, they're an iconic gen 2 duo of mons, they're super popular with fans and honestly partner Pikachu and Eevee from LGPE were so OP I don't think starting off with evolved mons would really be overkill or anything.
