Correct me if I'm wrong, but the only ones with decent S.Atk stats are Lucario, Keldeo, and the 3 fire/fighting starters. But those last 3 can't use aura sphere or sacred sword, so their only choice of a S.Atk move is praying to the focus blast gods, which is unreliable.
The main reason for this is cause so many rock and steel types are more physically bulky than specially, so it's usually better to exploit their special weaknesses over fighting types which are like 90% physical.
