What would have to be done to give all "floating" Pokemon Levitate while A. keeping their original abilities and B. not completely fucking with what little balance there is?

Levitate shouldn't allow the Pokemon to evade contact making Ground type moves correct but what do we do about Pokemon that are clearly levitating but don't have Levitate?

Making mons with floating animations immune to “moves that shake the ground”

This isn’t hard, it’s just GF is lazy. They already had measures in place to avoid Dugtrio and M-Gengar from being affected by Telekinesis, and that specific classification of moves is already coded for given Grassy Terrain.

This, it doesnt make sense that only some ferrothorn have the iron barbs ability, when anticipation ferrothorn have exactly the same visible spikes on their models or sprites.
Also as a mechanic, it would make each pokemon species much more unique, shitmons will have bigger niches and many pokemon that have similar roles and always pick a commonly shared strong ability, will have the more situational secondary ability always with them, permanently distinguishing them always from other pokemon with the same main ability.

Slugma and Magcargo are the best example of this fridge logic. How is it possble for your Slugma not be both hot enough that touching it burns you on contact (Flame Body), and so hot that it can't be frozen (Magma Armor)?

I think the difference is that Telekinesis is a garbage move that nobody uses and Dugtrio and M-Gengar not being affected by it amounts to just an easter egg.
Having a significant number of mons become immune to several really good moves would have an actual gameplay impact.

Depicting Earthquake as a crack in the ground would make it ineffective on almost anything. I think Earthquake involves chuncks of earth moving up and smacking a mons underside. That would imply Gengar can lift itself further up and avoid them while Magnezone can't. Nothing to do with the mon floating beforehand , just with whether they can avoid a move coming from the ground below them. But pokemon is inconsistent as fuck and Doduo exists.

I think that this one would be the better solution. Give to each Pokémon a "Floating" parameter, that indicates if it gets hit or not by moves that target from the ground.

To be fair in the same way they have stuff like Flying types losing Ground immunity when using roost, or Magnet Rise giving Ground immunity, they could just introduce as a mechanic that floating pokemon are immune to Ground moves. And then you have a list of floating mons to remember. Levitate mons that float kinda get cucked, so they could give them a different ability.

It's too late now, but flying shouldn't be a type, it should be "flag", giving you immunity to terrains and certain moves. It makes no sense that eg bone rush has no effect against a flying pokemon.

Ground should have been merged with Rock from the start so none of this would be an issue two decades later now that GameFreak is making more and more Ground moves that don't add up to Flying and Levitate immunity, and due to being 3D, abstraction is no longer an option entirely.

Ground is a balancing type. Why does it beat poison, rock or steel? no justification other than "it's the tough-as-earth type"

It doesn't make sense. It should have been the Arid type, but it does NOT resist Fire, and is mostly comprised of Tough Normal types than reptiles and cacti
