People never seem to understand pokemon, it isn't some utopia world, it's just a world without, or I would actually argue with a different type of, scarcity.
People aren't arguing over food/water or energy or technology because those things are in abundance. Just like no one irl argues over having air. There are still things to fight over though, money still exists, people are still shitty and want to covet rare things(like some pokemon), it's just the things we consider rare are not rare in the pokemon universe.

What's with this idea that the Pokemon world is a utopia? It has never been that way. It wasn't even presented that way in Gen 1.

Most of the villain teams are made are comic relief but Team Rocket was based on the real life Yakuza. Mewtwo is a cloning and bio experiment gone wrong. Same with Type NULL. Hypnos prey on little girls.

Gengar was unironically ruining this dudes life. Constant fucking around was costing him battles (which makes sense cuz Ash's gengar is a jobber), costing him relationships, physically injuring him, so he abandoned it. It was to the point when he saw Gengar around he recoiled in fear of being around it.

Dude had gf and more pokemon and was happier after getting rid of Gengar, as well as the fact unlike Damian, he didn't treat Gengar badly and like a tool, he was just absolutely terrified of it. As well as the fact Gengar loses a ton with Ash, and has physically hurt him before, so the behavior fits.

Badges and obedience exist to try to convey the abstract not in the game element of actually taming the monsters and having the skills and know how to make them obey you. The tries to show this often enough actually and Charizard not obeying made sense since Ash has no fucking idea what he is doing and hes been coasting on pure luck for most of his gen1 journey
